You can use this item in PVP & it doesn't scale down:
Cyclotronic Blast - Item - World of Warcraft
"Dealing 23542 damage every 0.5 sec for 2.5 sec"
Currently not on the global cooldown, you can use other abilities during the cast, and can be cast while moving.
Has a 2 minute cooldown.
Enjoy it while it lasts
